Councilman Taylor was elected to the Memphis City Council in November 1995 becoming the youngest member ever elected. Mr. Taylor was re-elected in October 1999 with over 82% of the vote. He became Chairman of the Council in January 2003.

Councilman Taylor holds a degree in Mortuary Science and is a licensed funeral director with Memphis Funeral Home. He is a member of the National Rifle Association, Tennessee Farm Bureau, and Tennessee Republican Party. Councilman Taylor serves as Vice Chairman of the Chickasaw Basin Authority. He is President of Taylor Strategies, a management consulting firm, and serves on the Board of Directors of Storagetown Inc., Taylor Lumber Company Inc., and Taylor Industries Inc.

He is the recipient of numerous awards and honors including the Shelby County Young Republicans 1995 Winners Circle Award and the Shelby County Republican Party's Grass Roots Award. Innovative legislative in crime fighting earned Taylor statewide recognition by the Tennessee Anti-Car Theft Committee.

Mr. Taylor and his wife Kimberly live in Cordova, TN and are the parents of Gage and Molly. They are active members of Bartlett United Methodist Church.
